TURBOCHARGING LEADERSHIP AT EVERY LEVEL: GLOBAL COVENANT OF MAYORS AND WORLD RESOURCES INSTITUTE LAUNCH NEW GUIDE, “THE MULTILEVEL CLIMATE ACTION GUIDE FOR DECISION MAKERS”

Local and regional governments are on the frontlines of climate change, and the worst impacts continue to be felt first and worst by the world’s most vulnerable populations. While the 1.5 degree goal set out in the Paris Agreement is not yet out of our reach, achieving credible, just, and ambitious commitments will require urgent and effective coordination between all levels of government.

To help catalyze effective multilevel governance, the Global Covenant of Mayors (GCoM) and World Resources Institute (WRI) released the Multilevel Climate Action Guide for Decision Makers, which provides three overarching recommendations, building on the latest insights and best practices from GCoM and tailored for both local and regional implementation. 

The key recommendations include:

1. Aligning national and sub-national policies to create cost-effective synergies and maximize the impact of climate action 
2. Formalizing collaboration mechanisms between local, regional and national governments
3. Transforming local financing and action and capacity-building through diverse coalitions of by engaging civil society, business and academia

The recommendations in the Multilevel Climate Action Guide for Decision Makers are reinforced by more than 100 examples, presented in the Multi-Level Governance Atlas, which is included in the Guide. 

Above all, the report provides critical guidance for meaningful multilevel progress towards a more resilient future.
