This web-based resource provides local governments with a user-friendly framework to quantify, monitor and manage GHG emissions generated at the local level. The tool helps PCP members work through the five milestone framework of the PCP program to help them take action on climate change by: creating a GHG inventory and forecast, setting emission reduction targets, developing a Local Action Plan, implementing the Local Action Plan, and monitoring and evaluation progress.
